Data buffering or Storage
Right now I am using an AB7319-B Can-Modbus-TCP device. When sending a certain command to an ECU the ECU sends multiple messages very fast around 1ms apart which is too fast to pull info from when the consume is on one CANID. Are there any solutions to this issue within the configurator or using other HMS devices to aid?

The Anybus Communicator CAN cannot support burst logging in this way. It is designed to capture discrete messages on the CAN bus and pass the data from those to a control system on a regular polling cycle.
1ms is just too short a cycle for the end-to-end data passing to be reliably completed. You would probably only get the data from the final message sent.
We do have a CAN bus data logger in the Ixxat product range which could capture this, but it does not have support for any other protocol to extract the data up to the Modbus TCP Client.
I cannot find a solution from the HMS Networks range unless you can slow down the data messages from the ECU.
