where can I download Anybus IPconfig utility? I can't find it on the HMS website.

You can download the IPconfig utility from the Support tool page at the following link: https://www.anybus.com/support/file-doc-downloads/anybus-support-tools?orderCode=tools
You can also find it on the files and documents page of any device that would require it.

Does the Anybus Ipconfig have a user manual? It will be very appreciated.

There is no dedicated manual for IPconfig. The devices that do use it should have a section covering it use. Here is a screen shot from the manual for the Ethernet interface in a x-gateway.
