Ecatcher install on Windows 7

I installed eCatcher 7.0.3 onto my windows 7 virtual machine today, due to Rockwell version 34< can only be opened in Win7. When I try to connect to a machine it says, 'VPN Tunnel error: There are no TAP-Windows nor Wintun adaptors on this system. You should be able to create an adaptor by using tapctl.exe utility. Retrying connecting Talk2m in x seconds'.

I have no problem running this procedure, except that this file is not contained in any installed files. Does not seem that this executable exists, how am I to run this procedure?
